Diplomas Obtained in Foreign Institutions
The request for Revalidation (undergraduate programs) and Recognition (master’s and doctorate) of higher education diplomas obtained in countries other than Brazil must be made only through the “Carolina Bori” platform: http://plataformacarolinabori.mec.gov.br/usuario/acesso.
The applicant must sign a term of acceptance of conditions and commitments, which will include a declaration of the authenticity of the documents presented. The submission of equal and/or simultaneous requests for revalidation/recognition at more than one institution is prohibited.
Recognition
For RECOGNITION of a foreign postgraduate diploma, the following documents must be presented (according to Normative Ordinance No. 22, of December 13th, 2016):
| I – registration containing personal information and, when applicable, information about institutional ties kept in Brazil; |
| II – copy of the diploma duly registered by the institution responsible for the diploma, following the legislation in force in the country of origin; |
| III – copy of the thesis or dissertation with approval from the examining board, with a copy in a digital file in a compatible format, accompanied by the following documents: a) minutes or official document from the institution of origin, which must include the date of defense, if applicable, the title of the work, its approval, and the grades received; b) names of the examining board members, if applicable, and the supervisor, accompanied by their respective summarized CVs; c) if the home program does not require the public thesis/dissertation defense, the student must attach a document issued and authenticated by the home institution, describing the quality assessment procedures for the thesis or dissertation, adopted by the institution, including blind evaluation issued by an external reviewer. |
| IV – copy of the academic record, describing the subjects or activities studied, with the respective periods and total workload, indicating the results of the assessments in each subject; |
| V – summary description of the research activities carried out, internships, and printed or electronic copy of the scientific works resulting from the dissertation or thesis, published and/or presented in conferences or academic-scientific meetings, indicating the authorship, the journal’s name and the publication date and/or name and location of scientific events where the works were presented; |
| VI – results of the external evaluation of the institution’s postgraduate course or program, that have been carried out by public institutions or duly accredited institutions in the country of origin, and other reports, articles, or documents indicative of the program’s reputation. |
Revalidation
To REVALIDATE a foreign diploma, the following documents must be presented (according to Normative Ordinance No 1151, of June 19th, 2023).
| I – a copy of the diploma, duly registered by the foreign institution responsible for the program, following the legislation in force in the country of origin, in compliance with current international agreements; |
| II – a copy of the academic record, issued by the foreign institution responsible for the diploma, containing the subjects or activities studied and used concerning the results of the evaluations and attendance, as well as the classification and use of internships and other research and outreach activities, classified as mandatory and non-mandatory; |
| III – pedagogical project or curricular organization of the program, indicating the contents or syllabi of the subjects and activities related to research and extension, as well as the program completion process, issued by the foreign institution responsible for the degree; |
| IV – name, and title of the teaching staff linked to the subjects studied by the applicant, authenticated by the foreign institution responsible for the degree; |
| V – institutional information, when available, relating to the library and laboratory collections, institutional development and planning plans, internal or external evaluation and performance reports, educational policies and strategies for teaching, extension, and research, authenticated by the foreign institution responsible for the degree; |
| VI – reports, articles, or documents indicative of the reputation, quality, and services provided by the program and the institution, when available and at the discretion of the applicant. |
| § 1 The documents referred to in items I and II must be registered by a foreign institution responsible for the qualification, under the legislation in force in the country of origin, apostilled if their origin is from a country that is a signatory to the Hague Convention, Resolution CNJ No. 228, of June 22nd, 2016, of the National Council of Justice, or authenticated by a competent consular authority, in the case of a non-signatory country. |
| § 2 In the case of courses or programs offered in consortiums or other collaborative arrangements between different institutions, the applicant must present a copy of the documentation that supports the cooperation or consortium, as well as proof of any support from international or national funding agencies for the project collaboration. |
| § 3 In the case of a double degree obtained abroad, the applicant may request the revalidation of the 2 (two) diplomas by submitting autonomous requests accompanied by a copy of the documentation proving the existence of the double degree program, as well as the pedagogical project or the curricular setting that gave rise to the double degree. |
NOTE: Universities that offer certified undergraduate programs at the same level and area (or equivalent) are competent to process and grant revalidations of undergraduate diplomas. Furthermore, in the case of recognition of a postgraduate diploma, Brazilian universities (public or private) that are regularly accredited and have postgraduate programs evaluated, authorized, and certified by the National Postgraduate System (SNPG) in the same field of knowledge, at an equivalent or higher level.
